Research Initiative & Methodology Framework

The Australian Business Technology Modernisation Benchmark is an independent research initiative established by PRABHA Business & Technology Solutions. Its primary mission is to provide Australian business leaders, board members, and technology executives with an objective, referenceable framework for evaluating technology maturity, legacy modernisation, and artificial intelligence adoption.

This publication documents the proposed research methodology, governance model, domain architecture, and scoring mechanics designed to guide this multi-year research program across Australian industry.

Research Program Status

The Australian Business Technology Modernisation Benchmark is a PRABHA research initiative being developed to examine technology modernisation across Australian organisations.

This publication defines the proposed research methodology, governance principles and core research domains that will guide the research program. It does not present completed survey findings or statistical benchmarks.

Benchmark findings, analysis and supporting statistics will be published only after the relevant research, data collection and analysis have been completed.

The 20 Core Research Domains

The proposed benchmark is structured around 20 core research domains designed to examine the business, technology, organisational and governance dimensions of technology modernisation across Australian organisations:

  • 1. Technology Strategy Maturity: Alignment between executive commercial goals and technology investment roadmaps.
  • 2. Technology Governance & Oversight: Steering committee cadence, board reporting, and capital allocation controls.
  • 3. Legacy Technology Burden: Proportion of operational budget consumed by legacy software maintenance.
  • 4. Application Portfolio Health: Technical obsolescence, security vulnerabilities, and vendor support status.
  • 5. Cloud Adoption & Maturity: Migration from on-premises hardware to resilient, cost-managed cloud architectures.
  • 6. Integration & API Architecture: Degree of decoupling between enterprise systems through modern API contracts.
  • 7. Data Maturity & Governance: Quality, accessibility, security, and cataloging of proprietary enterprise data.
  • 8. AI Readiness: Foundational preparedness across data infrastructure, privacy guardrails, and executive sponsorship.
  • 9. AI Adoption & Workflow Deployment: Active production usage of machine learning, RAG, and generative tools.
  • 10. AI Governance & Ethical Guardrails: Hallucination mitigation, model monitoring, and privacy compliance.
  • 11. Cybersecurity Governance: Alignment with Essential Eight, data breach response plans, and access controls.
  • 12. Enterprise Architecture Maturity: Standardization of capability blueprints and technical design authorities.
  • 13. Solution Architecture Rigor: Consistency of end-to-end technical specifications before software engineering.
  • 14. Product Management Maturity: Transition from feature factory outputs to customer outcome-based roadmaps.
  • 15. Delivery Predictability: Flow metrics, cycle times, work-in-progress limits, and release consistency.
  • 16. Project & Program Governance: Outcome-based gate reviews and transparent milestone telemetry.

  • 20. Modernisation Investment Priorities: Resource allocation across Retain, Modernise, and Replace pathways.

Target Population & Sampling Methodology

The benchmark study is designed to examine Australian organisations across key industry sectors including Financial Services, Healthcare & Aged Care, Professional Services, Logistics & Supply Chain, Construction, Manufacturing, and Higher Education.

The proposed research qualification framework focuses on senior decision-makers including Chief Information Officers (CIOs), Chief Technology Officers (CTOs), Chief Executive Officers (CEOs), Chief Financial Officers (CFOs), Heads of Architecture, and Digital Transformation Directors.

The proposed sampling framework is structured across enterprise tiers: Mid-Market ($20M–$100M revenue), Upper Mid-Market ($100M–$500M revenue), and Large Enterprise ($500M+ revenue), establishing a statistically robust foundation for forthcoming data collection.

Scoring Mechanics & Maturity Model

The research framework evaluates capability against a proposed five-tier maturity model (adapted from established capability maturity frameworks and modern digital engineering standards):

  • Level 1 — Ad-Hoc: Reactive technology management, fragmented vendor tools, and siloed data repositories.
  • Level 2 — Developing: Basic operational standards established, but lacking central architecture governance.
  • Level 3 — Defined: Formal technology strategy, standardized API patterns, and structured delivery cadence.
  • Level 4 — Managed: Quantitative telemetry tracking delivery cycle times, software health, and AI governance.
  • Level 5 — Optimized: Continuous capability modernization, predictive AI automation, and agile value convergence.

Citation Architecture & Data Transparency

As verified empirical research is completed and published under this initiative, every primary finding will feature a dedicated, stable anchor, explicit sample context, confidence intervals, and methodology disclosures.

PRABHA is committed to open access knowledge sharing: aggregated research findings will be published under Creative Commons licensing once data collection and validation are finalized, supporting Australian academic, executive, and public policy research.
